98, ninety-eight, library personnel attended PAARL’s 2-day national seminar on Innovative Technical Services last August 26-27 at the National Library of the Philippines.
60 were NCR participants. 16 attendees came from Region IV-A and represented 12 institutions from CALABARZON: Casa del Nino Science High School, Colegio de San Juan de Letran, De La Salle Health Science Institute, De La Salle Lipa, De La Salle Lipa Integrated School, De a Salle-Dasma, Laguna State Polytechnic University, Lyceum of the Philippines University, Philippine Christian University, San Benildo Integrated School-Antipolo, and UP Open University.
Central Luzon (Region III) had 8, namely, Angeles University Foundation, Ecumenical Christian College, Holy Angel University, University of Regina Carmeli, and University of the Assumption.
Region IX known as Zamboanga Peninsula was represented by 4 from Jose Rizal Memorial State College: Dapitan City, Dipolog City, Katipunan, Zamboanga del Norte and Zamboanga City.
Each of the Ilocos, Cagayan Valley, Bicol, Central Visayas, Regions I, II, V, and VII, respectively, had 2. These 8 came from Catanduanes State Colleges, Northern Christian College, Saint Mary's University, St. Louis College, St. Paul University Philippines, University of Northeastern Philippines and University of San Jose Recoletos.
University of Baguio and Polytechnic State College of Antique represented CAR and Region VI (Western Visayas), respectively.
Lecturers were Ms. Iyra S. Buenrostro (UPSLIS), PAARL President Ms. Elvira B. Lapuz (UP-Diliman), Mr. Rodolfo Y. Tarlit (UPSLIS), Mrs. Willian SA Frias (DLSU) and Mrs. Loreto T. Garcia (JRU).
Mrs. Victoria Baleva and Mr. Roderick B. Ramos, hosts, also acknowledged official sponsor-partners of the seminar. They were i group, CE Logic and Swets with ppt. presentations, Linar Educational Materials, Forepront, etc. Director Prudenciana C. Cruz (TNL Director) delivered words of welcome while Dr. Ponciano A. Meguito (DCS Superintendent) served as keynote speaker during the first day. CPEC representative Ms. Suzima Gonzales shared a couple of notes about continuous professional education.
Centro Escolar University sent the most number of participants (4) followed by Colegio San Agustin, De La Salle Health Science Institute, Pamantasan ng Lungsod ng Maynila, St. Mary’s College, and St. Scholastica’s College which sent 3 attendees. Early birds were from Manila Polo Club and Diliman Preparatory School. Also, Zamboanga Peninsula representatives received a set of TJIC books. Mrs. Maria Mercedez M. Haz of University of Regina Carmeli was most active participant. There were raffle draws with exciting surprises and prizes.

NERA: Who can take the Licensure Exam this Nov?
Below is the full text of Mrs. Corazon M. Nera's reply to our request for clarification on this issue:
Dear Angela:
Thank you for helping us answer queries about the licensure examination for librarians. Yes you are correct, that while we have issued guidelines in accepting and processing of applications to the PRC and the regional offices, all applications received must be forwarded to us for further evaluation and scrutiny. Hence, the final approval of who are qualified to take the board exam rests with the
board and all applications whether qualified or not will bear the signatures of the three members to attest that they have really seen the application. As of this writing, we have not approved of any application because nothing has been forwarded to us yet. Now, who may qualify to take the licensure examination for librarians on November 10-11, 2009? 1. graduates of bachelor's degree in library and information science (BLIS) or equivalent, BSLS 2. graduates of master's degree in library and information science (MLIS) or equivalent MSLS, MALIS, MALS 3. takers who failed in the previous years examination for librarians.
Candidates may take the test in Baguio City, Cebu City, Davao City, Legaspi City, Manila or Zamboanga City provided that there are at least 50 takers. We also regret to announce that we failed to get the extension needed to enable new graduates of BSE,BSED and AB majors in LIS to take the licensure examination at least for the last time. Thank you Angela and hoping that this will end all the confusions.

Mr. Pasamba Shares His CONSAL Paper to PAARL
Mr. Pasamba recommends that libraries incorporate valuing in their annual budgets and statistical reports, for national organizations to set the price for each service and benchmark the libraries around the country, and for the PAARL to set standards for the specific items, collect data and make further recommendations to invigorate library and information services in the region. These were positive words of Mr. Nehemias A. Pasamba when he facilitated PAARL’s latest lecture-forum entitled Valuing Library services held in June 24, 2009 (Wednesday).
It was PAARL President ELVIRA B. LAPUZ who invited Mr. Nehemias A. Pasamba when they met in Hanoi - both were paper presenters in the recently concluded 14th CONSAL held in Vietnam. Mr. Pasamba currently works as the Acquisition and Educational Media Librarian of Mission College in Thailand and was well-received by forum attendees of eighty-three (83) in the Seminar Room of the Megatrade Hall 1, SM Megamall, Edsa, Mandaluyong City. Each received four (4) CPE credit unit-certificate and a souvenir meal bag from Academic Booksellers Association of the Philippines (ABAP) which co-sponsored the activity. ABAP opened 13th Philippine Academic Book Fair 2009 last June 23rd. PAARL's lecture-forum was emceed by Ms. Aiza Dela Torre of Ateneo Professional Schools.

One in PAARLNET
Forty-three (43) library personnel of different colleges and universities consulted one another about PAARLNET and were able to receive certificates of participation from PAARL's “Round-Table Discussion on PAARLNET” held in cooperation with Goodwill/Bridges Bookstore last May 21, 2009 (Thursday), 1:00-5:00PM at the Ground Floor, Goodwill/Bridges Bookstore, Glorietta 3, Ayala Ave., Makati City.
The following concerns were proposed while facilitated by Ms. Susan O. Pador (ADMU) together with Ms. Loreto T. Garcia (JRU) as chairperson of this year’s PAARLNET:
A summit of all Chief Librarians for updating the terms and conditions mentioned in the guidelines of PAARLNET 2003 MOA
Benefits of PAARLNET members
-Free Annual membership for the Head Librarian of Institutional Members
-Waive or discount in Research Fee for PAARLNET members
-Sharing of resources to include non-print, online databases and theses subject to institutional policies
Develop a matrix of policies and guidelines for the profile of institutional members
Develop a tracking mechanism for the evaluation of usage among institutional members

NOW THEREFORE, BE IT PROPOSED AS IT IS HEREBY PROPOSED, that an updated list of institutional members from 2003 up to April 2009 be provided and that the Head Librarian of Institutional members be convened to update the Memorandum of Agreement.

WITNESSETH; THAT
WHEREAS, the above – mentioned college and university libraries recognize the prevailing high cost of books;
WHEREAS, the above – mentioned college and university libraries are cognizant of the financial limitations in the acquisition of books available locally and abroad;
WHEREAS it is to the advantage of their library patrons that the above – mentioned college and university libraries adopt a system of networking whereby a sharing of resources is encouraged and enhanced by means of interlibrary lending, to be known as PAARLNET ; and
WHEREAS for the protection of the above – mentioned college and university libraries, the system to be adopted has to be regulated by certain policies and guidelines
NOW, in view of the foregoing premises, the above – mentioned college and university libraries hereby agree on the following terms and conditions;
1.A system of resource sharing by means of interlibrary lending is hereby adopted;
2.Books borrowed shall be on “ loan” status for a minimum of three (3) days to a maximum of one week on a library to library lending, thus making the concerned libraries appear as either “borrowed” or “lender”
3.The borrowing library shall be responsible for the loss or damaged sustained by the book borrowed. In order to easily pinpoint responsibility, borrowed books will be signed out by the librarian designated or authorized by the participating library;
4.Borrowed Books shall be restricted to room use only by the borrowing library;
5.The lending library reserves the right to refuse a request upon valid grounds made known to be borrowing library; and
6.The above – mentioned college and university libraries agree to abide by other rules and regulations that may be prescribed by the Philippine Association of Academic and Research Librarians and / or the participating libraries in this agreement,
7.this agreement shall take effect upon signing hereof and shall be valid for one (1) year after the oath of office of the new set of officer.

WITNESSETH; THAT
WHEREAS, the above – mentioned college and university libraries recognize the prevailing high cost of books;
WHEREAS, the above – mentioned college and university libraries are cognizant of the financial limitations in the acquisition of books available locally and abroad;
WHEREAS it is to the advantage of their library patrons that the above – mentioned college and university libraries adopt a system of networking whereby a sharing of resources is encouraged and enhanced by means of interlibrary lending, to be known as PAARLNET ; and
WHEREAS for the protection of the above – mentioned college and university libraries, the system to be adopted has to be regulated by certain policies and guidelines
NOW, in view of the foregoing premises, the above – mentioned college and university libraries hereby agree on the following terms and conditions;
1.A system of resource sharing by means of interlibrary lending is hereby adopted;
2.Books borrowed shall be on “ loan” status for a minimum of three (3) days to a maximum of one week on a library to library lending, thus making the concerned libraries appear as either “borrowed” or “lender”
3.The borrowing library shall be responsible for the loss or damaged sustained by the book borrowed. In order to easily pinpoint responsibility, borrowed books will be signed out by the librarian designated or authorized by the participating library;
4.Borrowed Books shall be restricted to room use only by the borrowing library;
5.The lending library reserves the right to refuse a request upon valid grounds made known to be borrowing library; and
6.The above – mentioned college and university libraries agree to abide by other rules and regulations that may be prescribed by the Philippine Association of Academic and Research Librarians and / or the participating libraries in this agreement,
7.this agreement shall take effect upon signing hereof and shall be valid for one (1) year after the oath of office of the new set of officer.
IN WITNESS HEREOF, the parties have signed this Agreement at the City of Manila on July 30, 2003
